Lucky draw transfer bid miffs VDC secys

SARLAHI, April 6 - Village Development Committee (VDC) secretaries of Sarlahi district are breathing fire over the decision to transfer them through lucky draw.

It all started after a meeting of nine political parties and Local Development Officer (LDO) Bishnu Raj Lamichhane, held at the LDO's residence on Sunday, decided to transfer secretaries in all 99 VDCs of Sarlahi district through the unique method to maintain impartiality.

VDC secretaries have termed the 'decision' impracticable and threatened to launch a protest if it were not withdrawn immediately. 

Harikantalal Karna, district chairman of the VDC Secretaries' Rights Protection Centre, said on Monday that the VDC secretaries would bring office work to a halt if the authorities concerned did not withdraw the decision within 24 hours.

Among others, it will be impracticable to transfer secretaries from Hariaun to Salempur, Laxmipur to Sangrampur, Harkatawa to Hariaun, the centre maintained.

Karna said, "Some of the VDCs are yet to hold VDC council meetings. Secretaries' transfer at this juncture will freeze the development budget."

Bhagyanarayan Raya, CPN-UML's representative at the meeting, said the transfer decision was in line with popular demand. Raya said, "We decided to opt for the lucky draw method for the secretaries' transfer because this method is fair."

Following objections from VDC secretaries, LDO and parties' representatives met on Monday evening to sort out the matter, but failed to make any decision.

LDO Lamichhane claimed they had not yet decided to transfer the VDC secretaries, terming it a 'rumour'.
